The White House’s Biodefense Playbook: A Codex of Control or a Ledger of Life?

The same agencies that want to centralize threat data are also the ones that control the internet’s backbone. They are the ones who have, in the past, demanded backdoors in encryption. In the crypto world, we have learned that “code is law” is a myth when a few multi-sig signers can change the rules at any time. The proposed biodefense system, if built on a centralized database, will be subject to the same vulnerabilities. We can use zero-knowledge proofs to allow researchers to prove they are not working on dangerous sequences without revealing their entire research agenda. We can build a public ledger of all AI-designed biological sequences, so that the provenance of life remains in the hands of the many, not the few.

But this will require that we move beyond the hype of crypto and into the hard work of ethical engineering. It will require that we listen to the silence between the blocks—the voices of the scientists in developing countries, the bioethicists who have been warning about gain-of-function research, and the artists who remind us that life is not a commodity. The White House has drawn a line in the sand. It is up to us to decide whether that line becomes a wall or a bridge.

Walking away from the hype to find the soul.
