Poppy and x401 Built the Agent Authorization Layer. Nobody Built the Liability Layer.

Maxtoshi

HTTP 401 means Unauthorized. For three decades it has meant exactly one thing: you have not told me who you are. This month a protocol called Proof x401 proposed that it mean something else โ€” that you have not presented a verifiable, signed delegation from a named human being. That is not a status code tweak. It is the moment HTTP stops being an authentication protocol and becomes an authorization protocol, and every cache, CDN, WAF and middleware stack in the world still assumes the old meaning.

I spent 2017 auditing early Solidity for a DAO precursor project and found four re-entrancy holes before most of the industry understood what re-entrancy meant. The lesson I carried out of that year was never about Solidity. It was that a primitive is only as strong as the layer above it that refuses to skip it. Which is why, when I read the four-node delegation chain at the center of Poppy and Proof x401, I went straight to node four.

Poppy and x401 Built the Agent Authorization Layer. Nobody Built the Liability Layer.

That is where the architecture breathes โ€” and where it can be killed.

The setup: a coalition of 42 financial institutions โ€” Visa and Mastercard and Stripe and PayPal and Bank of America and Wells Fargo, direct competitors all โ€” has launched Poppy, the Personal Agent Protocol, covering discovery, session, login and task delegation for AI agents acting on a human's behalf. Proof x401 sits alongside it as the identity and mandate layer. Payment is explicitly out of scope for both; that job is handed to x402, the Coinbase-originated HTTP 402 payment protocol now stewarded by the Linux Foundation.

The political backdrop matters. The Warner AI AGENT Act has stalled. The DOJ has signaled non-intervention. Schwab's CEO Rick Wurster said out loud what every custodian was thinking: if an agent can move money, someone has to be accountable for what it moves. No legislation arrived to answer him.

So the industry answered itself. Private ordering โ€” the legal term for rules made without public authority โ€” is now the de facto regulatory environment for agentic commerce. Google has AP2 with Verifiable Intent. Stripe and OpenAI have ACP. Visa has TAP. Coinbase has x402. And now the banks have Poppy, with 42 logos on the slide.

Forty-two logos is a distribution signal. It is not a governance signal.

Here is the delegation chain as specified. Node one: a natural person, verified to NIST IAL2, meaning document-checked real identity. Node two: a signed mandate โ€” scope, amount, expiry, counterparty โ€” cryptographically bound to that person. Node three: the agent presents the credential to a merchant via OpenID4VP. Node four: the merchant performs independent verification.

The elegance is real. Every link leaves a verifiable artifact. In legal terms this is an agency instrument โ€” a power of attorney rendered in ciphertext โ€” and that is genuinely the right primitive for the problem. My 2022 dissection of Terra taught me the opposite pattern: algorithmic stablecoins claimed trustlessness while secretly requiring infinite growth. Poppy does not pretend. It states plainly that trust is anchored in institutional identity, not in cryptography. I respect the honesty even as I distrust the anchor.

Now node four. Verification cost lands on the merchant. Fraud loss lands on the cardholder and the issuer. The merchant is, structurally, the party in the entire chain with the least incentive to verify and the most incentive to click through. Skip that step and the chain degrades into self-attestation โ€” a signed claim verifying itself. A trust chain is only as strong as its least motivated link, and this design puts the least motivated link last.

Poppy and x401 Built the Agent Authorization Layer. Nobody Built the Liability Layer.

Second structural problem: payment is doubly excluded. Poppy excludes it. x401 excludes it. Both point at x402. That means the authorization layer and the settlement layer sit under different protocols, different governance bodies, different liability regimes. When an agent authorized within scope gets steered by a prompt injection into an out-of-scope transfer, every party can prove it did its own job correctly. The signature was valid. The agent was credentialed. The merchant verified. And the money is gone. Traceability is not allocation. Verifiable credentials make liability findable; they do not make it assignable. That is the difference between an audit trail and a courthouse.

Third: IAL2 is the chokepoint nobody is naming. Every compliant agent transaction resolves back to a document-verified human through a centralized identity provider. The authorization layer being built for the permissionless economy requires, at its base, a permissioned identity system. That is Web2 identity taming Web3 rails โ€” and it is the single point where a data breach or a policy change in one jurisdiction can freeze the whole stack.

Fourth, and this is the part that should worry anyone who remembers Libra: the compatibility list is a confession. x401 advertises support for Meta Muse, ChatGPT, Grok, Claude, MCP and AP2. Weak players emphasize compatibility. Strong players write the standard. When I ran UniBarter in a Jakarta co-working space in 2020 and forked three AMMs in a fortnight, I learned the same lesson from the other direction โ€” 500 users in two weeks, and the engineering maintenance ate the vision alive. We didn't just hunt alpha that summer; we rewired the game, and then the maintenance rewired us. Integration breadth is not leverage. It is dependency wearing a nice suit.

The standards war resolves into three camps. Financial side: Poppy, Visa TAP, Mastercard. AI platform side: Google AP2, Stripe and OpenAI ACP. Crypto side: x402. Poppy's 42 partners include no Google, no OpenAI, no Anthropic, no Meta. It is a pure financial coalition, and coalitions of competitors form around shared fear far more reliably than shared vision. Visa is running both horses โ€” TAP and Poppy โ€” which is exactly what a card network does when it is defending interchange against a stablecoin rail that could route around it entirely.

Follow the verification execution and you find who actually wins. If node four runs at the API gateway, the beneficiaries are Plaid, Jumio, Okta, Persona and the edge network operators โ€” every party that owns the physical moment where a credential gets checked. The protocol layer writes the rulebook and collects nothing. The rulebook is open; the checkout counter is proprietary. That is the quiet business model underneath all 42 logos.

Poppy and x401 Built the Agent Authorization Layer. Nobody Built the Liability Layer.

And that is the strategic sting for anyone reading this from inside crypto. x402 answers how an agent pays. x401 and Poppy answer who is allowed to pay, how much, and under what conditions. The high end of the value chain is being occupied by institutions while the crypto rail gets handed the pipe. Technical indispensability is not the same as value-chain altitude.

The framing everyone has accepted is that finance is moving from blocking to building, and that this represents progress. I think it is the opposite of progress โ€” it is a more durable form of the same thing.

Blocking was visible. Blocking was litigable. Blocking was a customer complaint you could carry to a regulator. A standard is none of those things. When 42 direct competitors jointly define who may enter agentic commerce and on what terms, and when industry custom becomes admissible evidence of reasonable care in American courts, the standard-setters acquire quasi-legislative power without ever holding a vote. The old moat was a wall. The new moat is a rulebook everyone else must build against.

The question nobody in the announcement answered: who owns Poppy? Is this an open standard or a private one? What voting rights do the 42 partners hold? Is x401 open source? None of it is disclosed. A governance charter that does not exist cannot be violated โ€” which is precisely the risk. And a first large-scale fraud inside a technically valid mandate will not produce better rules. It will produce retrospective, one-size-fits-all legislation that burns down the whole design.

Track the governance charter, not the partner list. Track the first measurable agent-initiated transaction line item in a card network's quarterly report. Track whether anyone ships intent binding before they ship another identity layer.

Education is the new mining rig for the mind โ€” and right now the curriculum is being written by the people who benefit from what it leaves out. When the market sleeps, the architects wake up. The question worth asking is not whether your agent is authorized. It is who authorized the people who decided what authorization means.
